High School
Penn graduated from Beresford High School in Beresford, South Dakota, where he competed in cross country and track for the Watchdogs. He was a three-time state cross country qualifier and earned All-Conference honors twice. On the track, Penn qualified for the Howard Wood Dakota Relays three times as a member of the 4x800-meter relay and was a two-time state qualifier in the event. He posted personal bests of 16:54 in the 5K, 10:48 in the 3,200 meters, 5:01 in the 1,600 meters and 2:10 in the 800 meters. Academically, Penn was an Honor Roll student.

Personal
Penn is the son of Tabi and Tom Penn and has two siblings, Sophia and Anderson. He plans to major in Music at the University of Sioux Falls.
