Harts was a cover corner for USF in 2017 and 2018 when the Cougars had a 9-3 and 7-4 record for a 16-7 overall record with a playoff appearance in 2017. He played a role as USF fielded one of the nation's best defenses in 2017, ranking second in DII in total defense (244.3 yards per game), second in scoring defense (12.5 ppg), third nationally  in rushing yards per game (67.8 yards per game), seventh in first downs defense (158) and ninth in sacks (3.33 per game, 40 total). In his two seasons at USF, he accumulated 34 tackles with 23 solo stops and two interceptions. He had tackles in 18 different games. He recorded had first interception at USF with 13-yard return in win over Northern State on Sept. 9, 2017 and also had a pick at Winona State on Sept, 8, 2018. He st a career high with five tackles with a career-best four solo stops as USF ran past city rival Augustana on Sept. 22, 2018.

Before transferring to USF, Harts had 33 tackles, 21 solo stops, four pass breakups and two interceptions at Sacramento City College. 

As a prep, he accumulated 11 interceptions, two defensive TDs, 200 yards receiving and a pair of TDs. As a senior at Elk Grove HS, he had 35 tackles, 19 solo stops, four interceptions and six pass breakups. He was twice named to All-Metro Conference squad, earning second team and first team honors and was named cornerback on All-Delta Conference Valley squad.

Harts is the son of Shaunard and Jessica Harts and has a sister Siany. He earned an undergraduate degree in exercise science and was named Academic All-NSIC as a senior in 2018..
